Pimple-like outbreak on hands and forearms

Recently I developed an outbreak of tiny, pimple-like things on my fingers, the sides of my hands, and on my forearms. It's not itchy and it doesn't hurt, but it's quite ugly and doesn't seem to be going away. The "pimples" are grouped in twos and threes almost like bug bites, but my dermatologist (and my exterminator!) both ruled out any type of bugs. Any idea what this is or how to get rid of it? The dermatologist gave me a high-potency cortisone cream to rub on it, but so far there's no improvement. Thanks!
