Hematuria

I have a 3 yr old grandson that kept grabbing his penis and would urinate and said it hurt. ER doc said probably urinary infection and took a specimen that showed blood in urine Gave antibiotic and said he would call with results of culture. Days later said no bacteria and stop antibiotic. Pain got better, but still grabs his penis even when he does not have to urinate. Should we be concerned and should we follow up with a urologist?
